LaborLan is managed through agreements; specifically, agreements have been made with the following four organizations with knowledge and experience in various sectors: Basque Health Cluster (Health Cluster), GAIA (Association of Electronic Technologies and Information Industries of the Basque Country), ASCOBI-BIEBA (Association of Home Builders and Real Estate Developers of Bizkaia), AVE-BIE ( Asociación Vizcaína de Excavadores-Association of Excavators of Bizkaia). The county has invested more than 402,000 euros in these agreements. In the same way, the Provincial Council of Bizkaia subsidizes the three months of work experience of the participants, for which it has allocated an additional 650,000 euros.
In this fifth edition of LaborLan, 85 people can benefit from the program. In the previous four editions (including the Teknilan program) 428 people have participated and there have been 285 work experiences and 195 recruitments.
LaborLan's philosophy
According to Teresa Laespada, Deputy Principal Deputy and Provincial Deputy of the Department for the Promotion of Employment, Social Cohesion and Equality, the aim of the program is to employ the unemployed, and for this purpose, priority groups have been established, that is, the collectives with the highest social cost of unemployment and the furthest from the labor market: duration long-term unemployed, over 45 and young people in a vulnerable social situation.
Likewise, in Laespada's words, the aim of LaborLan is to create the talent that companies need for the economic development of Bizkaia, in the basic and strategic sectors. In fact, this talent will help to move towards the triple transition, with the skills and abilities needed to develop work related to the technological, environmental and health transition. As the deputy added, LaborLan offers help to obtain quality employment.
In this regard, LaborLan is in line with the new management model of active employment policies developed by the Department for the Promotion of Employment, Social Cohesion and Equality. According to this model, the protagonists of the programs are, on the one hand, the unemployed, and, on the other hand, the companies, in order to create decent employment and sustainable economic development.
The program helps people: it provides them with tools for work activation and improving their employability, it provides them with technical and digital skills in strategic sectors that need new talent and allows them the work experience (with a work contract) required by companies.
It offers support to companies to determine their needs and to respond to them, in terms of occupational profiles to meet the challenges of the labor demography and the triple transition (ecological-environmental, technological-digital and demographic).
