Pamplona citizens will have the opportunity to comment on the new ordinance of Electronic Administration

The City Council of Pamplona has created an Ordinance to promote the electronic municipal administration, so that citizens have the right to not submit documents originating from the Public Administration. In this way, the aim is to promote the use of electronic identification of the administration and the citizen. This proposal will be presented in a citizen participation process.
 
In the legal proposal, a team of different areas of the municipality has worked to promote bureaucracy and paperwork, increase transparency, facilitate administrative control of the administration and promote coordination with other administrations.
 
Relation between citizens and city councils
The Ordinance regulating the Electronic Regulation of the General Administrative Procedures and Public Announcements of the Pamplona City Council will open the participation process for citizens and associates. Parallel to this, the City Council can also contribute the necessary contributions through the municipal channels.
 
The aim of this new regulation is to provide greater legal security in relation to the City Hall, detailing, developing and clarifying certain aspects of the State's regulations. The proposal involves the internal modification of the municipal administration, due to the need to establish mechanisms for this new structure more efficiently.
 
Guaranteeing access to electronic services
This rule says that the City Council must ensure access to electronic services by citizens through channels, at least, attendance offices, general electronic access and telephone service.
As regards the internal procedures, the procedure must be completely electronic: electronic registration is unique, and original electronic documents or original paper copies are real papers; The file will electronically be electronically promoted, electronic documents (tests, reports, opinions ...), electronically processed and signed; The file will also be unique and the storage will be created by electronic means, safe and confidential, depending on all the administrative documents created.
 
From the point of view of the processing of these files, the key is electronic signature, for all the public administrations in charge of the proceedings procedure. In addition to being an electronic signature directly related to the person, the generalization of automated administrative action, through the organization, time and organs seals, is particularly noteworthy.
