AgoraLan, to create youth employment

Comprised of around 30 professionals from the Government of Navarre and other public administrations, companies, trade unions and youth organizations, this space to promote youth employment will develop work dynamics that will allow them to design, agree and accelerate policies over the next two years. Today, 20.3% of the unemployed are young people.


Carlos Amatriain, Director of INJ-NGI, and Miriam Martón, Director General of SNE-NL, inaugurated the initiative at the Fuerte El Príncipe headquarters. The guests included sociologist Oriol Homs and Professor Benito Echeverría, two international experts in employment policy and training. They explained some of the perspectives on the future of the labor market.


Thus, one of the measures foreseen in the Provincial Youth Plan of Navarre 2021-2023 has been launched, thanks to the initiative shared with the Navarre Employment Service of Navarre. The plan includes 21 actions in the field of employment, most of which will be carried out by SNE-NL along with others from the following Active Employment Policy Plan: training, guidance, incentives for companies, Youth Guarantee, response to young people who do not study, etc.


“AgoraLan will be a lively and fast-paced space with specific work committees, talks, pills, new methodologies. To detect specific needs and test the opportunities for young people to enter the labor market, ”explained Carlos Amatriain.


“Youth unemployment has risen in the pandemic. This space for social innovation can lead to more comprehensive policies and greater consensus. Increase efforts and, most importantly, incorporate the voice of young people through this forum to address the training challenges of unemployed people and address job insecurity that makes it difficult to develop life projects, ”said Miriam Martón.

AgoraLan's first session allowed us to establish priorities and intervention content, in line with the recommendations presented by Homs and Echeverria: digital skills, the importance of professional and personal skills, emerging job-niche sectors, the impact of robotics on regular activities, adaptation to innovation, work transitions, etc.


A full program of dynamics and activities will be released in September, which will allow the development of proposals related to training and youth employment, as well as creating synergies between the actors involved, taking into account the voice of young people to implement strategies adapted to reality.

Evolution of youth unemployment in Navarre

The group of people under the age of 30 has been one of the most affected by the pandemic (24.2% increase in unemployment since February 2020, compared to a 13.5% increase in total unemployment), although the recovery is showing better results. (Unemployment fell by 11% year-on-year from May 20 to May 21) compared to -6.3% of the total.


Today, 7,826 of the 38,560 unemployed are under the age of 30. 60% are women and 71% reach the first stage of secondary education in terms of training, according to data from the Social Reality Observatory. About 30% have been unemployed for 1 to 2 years and another 25% have been unemployed for more than two years. About 60% of these people live in Pamplona and Komarca.
