The draft Regional Law regulating the Navarre Energy Transition Agency (ATENA), designed to promote the evolution towards a sustainable energy model and contribute to the fight against the consequences of climate change from the Foral Community.

The Minister of Industry and Ecological and Digital Business Transition, Mikel Irujo, explained today in a press conference the details of this new agency, which will take the form of a public business entity and will be attached to his department.

The objective of ATENA is to contribute to the fulfillment of regional and state commitments in the field of energy transition and achieve a sustainable energy model, supported by renewable energy sources, distributed generation and self-consumption.

The Energy Transition Agency aims to be a tool to fight against climate change and its consequences, as well as to promote measures to adapt to them.

Among its objectives, it stands out to promote in Navarre the production and distributed generation, as well as the self-consumption of renewable energies, wind, photovoltaic, solar thermal, biomass, geothermal and others, seeking to generalize km 0 energy, facilitating and favoring the energy sovereignty of the Navarrese population, seeking the democratization of energy. It will also work so that Navarre positions itself as a leader in knowledge and innovation in the energy sector.

Among the functions attributed to the new Energy Transition Agency, it stands out to propose, design and prepare the Energy Plan of Navarre, as well as the actions necessary for its full implementation.

ATENA will also be responsible for promoting the implementation and managing renewable energy production systems, self-consumption and distributed generation, energy storage or management systems, electric vehicle charging systems and sustainable mobility projects in Navarre, among other similar initiatives.

ATENA plans to create or participate in commercial companies with the aim of marketing electric energy under a free competition regime, managing the sale of energy surpluses from self-consumption facilities, collecting and analysing consumption data and participating in intelligent demand management and other services of the electrical system.

An initiative of its own or in collaboration with other companies in the private sector, the development of pioneering or strategic projects for Navarre in the energy field. Likewise, it will be responsible for proposing, adopting and executing actions aimed at promoting energy savings and efficiency and intelligent energy management; promoting the use of renewable energies for self-consumption and distributed generation through sustainable management of local and renewable resources; and promoting the use of electric transport and zero-emission vehicles.

The Agency will promote smart energy management by promoting electric transport, renewable energy, smart cities and smart grids, with the aim of increasing energy savings and reducing emissions.

ATENA will promote local energy communities, providing advice to people and local entities interested in their creation.
