The University of Gothenburg has produced the European Government Quality Index at the request of the European Union (EU), which has assessed the institutional quality of regional and national governments, the impartiality of the provision of public services and the level of corruption.
In the sections referring to quality and corruption, the Basque Country is situated as the autonomous community with the highest quality and least intensity of corruption of the 17 that make up the whole of the Spanish State. In terms of impartiality, it is considered the second most impartial just behind Cantabria.
At the level of Europe, the Nordic countries are the best valued, although the Basque Country is in tenth position very close to countries such as Austria and Ireland.
This type of data, as well as those related to the transparency of the institutions, where the Bilbao City Council and the Regional Government of Bizkaia are at the forefront as the most transparent institutions of the Spanish State, represent an impulse to work on the reputation of the institutions in the face of foreign investments in the Basque Country and connections with other places in the world.
