At the press conference held on April 22, the Department of Education presented the Educational Plan that it has prepared to complete the 2019-2020 academic year. Since it is not possible to know with certainty the evolution of the situation caused by the COVID-19 epidemic and the duration of the health alarm, and in the face of the obligation to guarantee the right to education of all students of the CAPV, it is necessary to plan a comprehensive teaching intervention in order to develop the activity in the last quarter of the course. The document, already sent to all schools in the Autonomous Community of the Basque Country, contains guidelines and instructions for the coordination of teaching teams, methodologies, curricular adaptations, response to students with specific educational support needs or evaluation criteria, among others.
With regard to the latter element, i.e. as regards evaluation, it is necessary to plan strategies to make the most of face-to-face or distance teaching activity until the end of the course and to establish evaluation procedures to determine the degree of development of the basic skills of the students in order to ensure the levels cited.
Evaluations
The situation arising from the COVID-19 health emergency in schools makes it necessary to promote measures to plan the teaching activity and follow-up of students, very different from those that have been used so far.
The exceptional situations that occurred during this course will condition the procedures and references used in the processes of evaluation, qualification, promotion and recovery of the objectives not achieved.In accordance with the pedagogical autonomy of the centres established in the Law of the Basque Public School, it is for each centre to determine these training objectives in its curricular projects and classroom schedules. At each centre, the teaching team or the relevant teaching department will give priority to the learning objectives or adapt them to the current conditions of curriculum delivery, clearly indicating what are the new indicators of achievement that will be taken into account in the final evaluation of this course.
The management team and the reference supervisor will hold meetings during the first fortnight of May where the evaluation process proposed by the centre will be analyzed, evaluated and legitimized.
Considering that approximately two-thirds of the school calendar had developed at the time of discontinuation of face-to-face activity, the teaching teams had information to determine the degree to which students have progressed towards the basic objectives planned for each course. Given the special characteristics of this academic year, the information obtained on the level reached by the students before the interruption of the face-to-face activity should serve as a fundamental basis for decision-making on the final evaluation and the consequent final qualification of the course. Thus, the objectives planned at the beginning of the course for the 2nd quarter will be considered basic in the evaluation process for the 2019-2020 academic year.
As for the third evaluation, the centres will have the following options:
For students who have not achieved the objectives and competencies envisaged during the face-to-face educational activity, work will be done in the last quarter of the course, preferably, to achieve the minimum targets for the 1st and 2nd quarters.
If the teaching team considers that the most appropriate educational measure for a student who has not achieved the minimum objectives is the repetition of the course, he/she must prepare an individualized report of that student indicating the reasons why such a measure has been adopted. This report will be available to the Education Inspectorate. In cases where doubts arise about the repetition of the course raised for a student, the Educational Inspectorate will verify that the reasons for the repetition are unrelated to the situations of inequality arising as a result of their confinement situation.
Teachers, methodologies and reinforcements
In addition to evaluations, the guidelines include recommendations to ensure consistency in intervention with students. Emphasis is placed on the need to achieve good coordination of the teaching team, share teacher information, coordinate on tasks planned until the end of the course, especially review the proposals for educational reinforcement, reinforce the objectives of end of stage and pay attention to the peculiarities of the promotion in 6th Of Primary, 4th ESO and 2nd Baccalaureate.
