DESI index
The Digital Economy and Society Index (DESI), published by the European Commission, is a composite index summarizing five indicators of digital progress in Europe and which allows monitoring the evolution of the European Union's member states in terms of digital competitiveness. The five indicators are: connectivity, human capital, internet use, integration of digital technology and digital public services.
Each year, the DESI reports publish the results of countries' progress, combining quantitative data on more than 30 indicators with an analysis of the policies and best practices developed in each country. This helps Member States to identify areas that need priority action, such as thematic chapters, which provide EU analyzes of digital areas of digital transformation.
In 2021, the Commission adapted the DESI to reflect the two main policy initiatives that will influence the digital transformation in the EU in the coming years: the Facility for Recovery and Resilience, the Digital Compass and the EU Digital Decade Roadmap. Thus, in order to adapt DESI to the four cardinal points and the objectives established in the framework of the Digital Compass, to improve the methodology and to take into account the latest technological and political advances, the Commission made some changes in the 2021 edition. From this year, the indicators are structured around the four main areas of the EU Digital Decade.
State Secretariat for Digitization and Artificial Intelligence
The competences of this State Secretariat relate to the policy of promoting the digitization of society and the economy, respecting individual and collective rights, as well as the values of the Spanish legal system. To this end, it has the following functions: promoting and regulating digital services and the digital economy and society, professional sector, industry and dialogue with academics, digitization of the public sector and promotion of inter-ministerial coordination and cooperation and with other public administrations in the aforementioned matters.
