The Ministry of Economy and Digital Transformation, through the State Secretariat for Digitalization and Artificial Intelligence, has signed a Joint Declaration on cooperation and exchange of best practices in the field of digital government with the Estonian Ministry of Entrepreneurship and Information Technologies.
In today's geopolitical moment, building the digital transition on shared democratic values has become urgent. Bilateral treaties between countries that are promoting the digital revolution to serve people and preserve individual and collective rights are an essential step in this scenario of international cooperation.
Spain and Estonia are two countries that appear in the top 10 of the European Union's Digital Economy and Society Index (DESI): Spain in 7th place and Estonia in 9th. Estonia is the first in the ranking of the European indicator of Digital Public Services, while Spain takes the 5th position in the mentioned indicator. Both States are committed to a higher quality, more inclusive, more efficient and personalized public policy and the expansion of digital services.
In accordance with the agreement, the Spanish Secretariat of State for Digitization and Artificial Intelligence and the Ministry of Entrepreneurship and Information Technologies will seek opportunities to exchange good practices and projects in six key areas:
Digital Summit in Tallinn
Spain was represented by the Ministry of Economic Affairs and Digital Transformation at the Digital Summit in Tallinn, an annual event that brings together leaders from like-minded and digitally advanced countries, international organizations and the private sector. Together, through lectures, panel discussions and lectures, they addressed the most significant challenges in the technological field, as well as the opportunities to move towards a connected digital future.
At the 2021 Digital Summit in Tallinn, reliable connectivity was presented as a shared conceptual framework that will strengthen and scale up the many initiatives undertaken by democratic countries. At this year's Summit, in addition to addressing how to provide this connectivity through trust-based collaborations, energy security, cyber security, attracting investments through public-private collaboration and modern projects related to digital sovereignty, data governance, the cloud or satellites were addressed.
In this context, Carme Artigas, Secretary of State for Digitization and Artificial Intelligence, participated in the panel "Trusted Data in Pursuit of Trusted AI", when she revealed Spain's approach to data as a geostrategic asset: "Economy we need to change the way we measure digital. We need indicators that evaluate investments in data and talent, not only for companies' balance sheets, but also for our GDP," said Artigas.
The summit built bridges between governments, financial institutions, international organizations, technical experts and private sector companies to ensure that democratic values and a commitment to freedom and human dignity and the rule of law prevail in this digital transition.
